Permitting is part of building legally and safely, but it affects schedule. The City of Encinitas provides building permit and inspection resources here:

Energy and building standards also matter. California’s energy code (Title 24) updates periodically, and your plans need to meet the current standards for the time of permit and construction. The California Energy Commission provides an overview here:
