Accessory dwelling units are the most practical housing project a Carmel Valley homeowner can take on. Extra space for family, a home office that is actually separate, or long term rental income on a lot you already own. California law keeps getting friendlier. The planning still needs to be done right.
What the law allows right now
State ADU rules, current as of research compiled October 2026: an 800 square foot unit is allowed on virtually any residential lot, up to 16 feet tall with 4 foot setbacks. Detached ADUs can go up to 1,200 square feet. Garage conversions need no setback at all and no replacement parking. Owner occupancy is not required for ADUs.
New laws signed September 2026 and live January 2027 expand this further: up to two detached new build ADUs on a single family lot, firm timelines for utility hookups, and impact fee relief with units under 750 square feet staying fee exempt.
In coastal adjacent areas like Carmel Valley, ADU permits on existing homes are waived from Coastal Development Permits in most cases, and coastal ADU permit timelines are capped at 60 days. The statewide clock is 60 days to approve or deny, and a missed deadline means deemed approval.
Real numbers from a real CDC proposal
Transparency matters more than promises. CDC prepared a preliminary proposal to convert two existing detached garage bays into two studio ADUs, about 400 square feet each, in Escondido. The preliminary figures: $96,500 total, built from an $87,500 defined construction scope plus a $9,000 structural footing and stem wall allowance. Permit B25-2212. The proposal was built on an 18 sheet design set and a completed site walkthrough, with the owner supplying finish products.
Those figures are preliminary, proposed at numbers, not a final contract, and client details are redacted. But they are real numbers from a real project file, which is more than most ADU pages offer.
Published San Diego planning ranges compiled October 2026 run about $100k to $180k for garage conversions, $75k to $125k for junior ADUs, and $200k to $460k for detached new builds. Permit and fee costs typically run $6k to $20k. Use ranges for planning, real proposals for decisions.
Carmel Valley considerations
Many Carmel Valley properties sit in planned communities with HOA review. ADUs are protected by state law against unreasonable restrictions, but the HOA submittal still needs to be part of the timeline. Larger Carmel Valley lots are an advantage: more room for detached units, easier construction access, and better separation between the main home and the ADU.
Rental income and financing reality
For homeowners considering an ADU as an income property, the math is worth doing early. Published San Diego figures compiled October 2026 put long term rental income around $2,200 to $2,800 per month for conversion ADUs and $2,500 to $3,500 for detached units. Typical payback lands around 5 to 7 years for conversions and 7 to 10 for detached builds. These are planning figures, not promises. Your lot, your design, and your financing decide the real numbers.
On financing, one warning and one path. The California $40,000 ADU grant is fully allocated since December 2023, with no new applications. Anyone promising it is selling something. The real paths are home equity lines, home equity loans, and renovation loans. Talk to a lender early, before design money is spent, so the project is shaped around financing that actually exists.
