ADUs in Del Mar: What Homeowners Should Know

An accessory dwelling unit can be the smartest addition a Del Mar homeowner makes: a home for aging parents, a space for adult children, or a long term rental in one of the strongest rental markets in the county. It is also one of the most regulated project types in one of the most regulated small cities in California. California ADU law protects your right to build, but Del Mar's design review, coastal zone, and in some areas floodplain overlays all shape how the project gets approved.

Cali Dream Construction, CSLB #1054602, plans ADU projects for Del Mar homeowners with the regulatory path mapped before design begins. Every project starts with In Person Project Planning and Design Guidance at your property.

California law is on your side, with local conditions

State ADU law limits what cities can require: ministerial approval without discretionary review for qualifying ADUs, capped fees, no owner occupancy mandates under current law, and streamlined timelines. That is real protection, and it applies in Del Mar.

But an ADU in Del Mar still passes through local reality. New detached structures and exterior changes fall under the Design Review Ordinance, where the Design Review Board evaluates the project against standards for privacy, bulk and scale, view impacts, and neighborhood compatibility. In the coastal zone, a Coastal Development Permit may be required. Portions of Del Mar sit in floodplain overlays, which add elevation and floodproofing requirements. The state law gets you the right to build. The local process decides the shape, the siting, and the schedule.

This is why the feasibility step matters more for ADUs than for almost any other project type. Confirming setbacks, height limits, flood elevation, coastal jurisdiction, and design review triggers on your specific parcel before designing prevents the most expensive ADU mistake: a plan that cannot be approved as drawn.

What ADU types work in Del Mar

Detached new construction ADUs suit Del Mar's larger lots, particularly in the hills and on blufftop parcels with room to site a separate structure without harming views or privacy. These get the most design review attention, since they are new visible structures, so early alignment with the design guidelines pays off.

Garage conversions are often the fastest path. Del Mar has many homes with detached or attached garages that convert cleanly into living space. The exterior change is minimal, which simplifies review, and the structure already exists.

Attached additions and junior ADUs within the existing footprint are the lightest touch. When the work stays inside the current envelope, the review burden drops substantially.

Two story ADUs and ADUs near the bluff edge face the most scrutiny, around height, view corridors, and coastal rules. They are buildable, but the planning needs to be airtight.

Real ADU planning experience

CDC recently prepared a preliminary proposal in Escondido for converting two detached garage bays into two studio ADUs of about 400 square feet each, proposed at $96,500 including a footing allowance, under an active building permit application. We share this with three honest labels: it is a preliminary proposal, not a completed build; it is in Escondido, not Del Mar; and the figures are shown only to illustrate the level of detailed planning we bring to ADU work, not as a price for your project.

What transfers to Del Mar is the planning discipline: structural assessment of the existing garage, footing and foundation review, utility planning for separate metering, and a permit package built for the actual jurisdiction. ADU projects fail on utilities and foundations far more often than on finishes. We plan those first.

The Del Mar ADU planning sequence

  1. In Person Project Planning and Design Guidance at your property. We confirm ADU type options for your lot, check setbacks, height, floodplain and coastal overlays, and identify the review track.
  2. Feasibility confirmation with the city's planning staff before design money is spent. In Del Mar, this step is not optional in practice.
  3. Design that satisfies both state law and the local design standards, so the project moves through review without redesign cycles.
  4. Permit submittal on the correct track, with the full package the board and the coastal process expect.
  5. Construction with a licensed contractor, CSLB #1054602, daily site management, and warranty documentation at completion.

Start with feasibility, not a floor plan

The right first step for a Del Mar ADU is a parcel specific feasibility conversation, not a generic floor plan. If you are considering an ADU for family or rental income, call (858) 434-7166.
