San Diego Remodeling Permit & Jurisdiction Guide

Before comparing bids or drawing a floor plan, identify the agency that controls the property. This page organizes current official permit, zoning, records and ADU links for five high-demand San Diego County jurisdictions.

Use this as a starting map, not a permit determination. Mailing addresses, community names and ZIP codes do not always match legal jurisdiction. Requirements also change with scope, zoning, coastal location, overlays, prior permits and site conditions. Confirm the parcel and proposed work with the controlling public agency.

A common San Diego remodeling mistake is starting with the city name people use conversationally. “San Diego,” “Escondido,” “Encinitas” or “Rancho Santa Fe” may describe a mailing address or neighborhood while the parcel is controlled by a different incorporated city or by unincorporated San Diego County. That changes the portal, forms, fees, plan-check route and inspection agency.

The fastest way to identify the right jurisdiction

Start with the parcel, not the ZIP code.Find the Assessor’s Parcel Number when available and confirm whether the property is inside an incorporated city boundary.
Open the official zoning or property record.Check zoning, overlays, prior permits and records before treating a room addition, ADU or structural alteration as feasible.
Describe the actual construction scope.“Kitchen remodel” is too broad. Cabinet replacement, wall removal, panel changes, plumbing relocation and an addition do not follow the same path.
Confirm who owns each preconstruction task.The written agreement should identify responsibility for drawings, engineering, applications, corrections, agency fees, inspections and changes.

Incorporated city

City of San Diego

The City states that permits are required for projects including new construction, additions, remodeling, and repairs to electrical, mechanical and plumbing systems. New permits and approvals are submitted online.

  • Use the permit list to select the application type.
  • Use the official zoning and permit maps before assuming a parcel is inside City limits.
  • Request existing building records when prior work affects the proposed scope.

Current note: City permit applications require online submission, and the Development Services page says user accounts are required for online applications.

Unincorporated county

San Diego County PDS

Use County Planning & Development Services only for property in an unincorporated area. The County’s property summary tool uses the APN to return zoning and parcel information.

  • The County ADU fee-waiver trial ended January 9, 2024.
  • County pre-approved detached ADU plans are described as approximately 85% complete; project-specific information remains necessary.
  • The County adopted a separate-sale ADU program for qualifying unincorporated properties on March 4, 2026.

Current note: County guidance says a building permit is required for an ADU and flags a possible AB 2533 path for some unpermitted ADUs or JADUs built before January 1, 2020.

Coastal incorporated city

City of Encinitas

Encinitas Development Services provides the City’s building, planning, ADU and online Customer Self Service links. Its Building Division public number is (760) 633-2730.

  • Use the CSS portal for online permit applications and inspection scheduling.
  • Check whether coastal, bluff, historic or other property-specific review applies.
  • Use the current fee schedule rather than an older contractor estimate.

Current note: Encinitas announced a 3.8% Planning and Engineering fee adjustment effective July 1, 2026, and a new Development Impact Fee structure effective July 20, 2026.

Coastal incorporated city

City of Carlsbad

Carlsbad’s Building page centralizes permit applications, status, records, inspection scheduling, fee estimation and its permit-ready ADU program.

  • Search permit records for the address before designing around existing conditions.
  • Use the online portal to apply, review comments, pay fees and track status.
  • Confirm construction-waste requirements for the project before demolition.

Current note: Carlsbad’s official page identifies online permit/status services, address-based permit records and a permit fee estimator. It also states qualifying projects must document construction-waste diversion.

Coastal incorporated city

City of Oceanside

Oceanside’s Building Division page links to building permits, electronic plan submittal, pre-approved ADUs, plan check, inspections, fees and eTRAKiT web permits.

  • Use the current Building Division forms and code notices.
  • Separate structural or main-panel work from a solar-only application.
  • Check the City portal requirements before assuming the applicant account can be a homeowner account.

Current note: Oceanside states that applications received on or after January 1, 2026 are subject to the 2025 California building-code editions as amended by the City.

What the word “remodel” hides

Search queries and contractor proposals often use one broad label for very different scopes. The permit path should be built from the work itself:

A pre-bid record check that prevents expensive surprises

Before treating dimensions, walls, additions or converted space as legally established, compare field conditions with the available public record. Existing conditions can be incomplete or inconsistent, and a later permit may require the discrepancy to be addressed.

Pull the official parcel and zoning record.Confirm jurisdiction, APN, zoning, overlays and the public agency’s contact route.
Search prior permits and plans.Look for additions, electrical upgrades, re-roofs, conversions and final inspection status relevant to the new scope.
Document existing conditions.Measure, photograph and identify visible utility, structural, access and drainage constraints before pricing.
Define assumptions in writing.A proposal should state exclusions, allowances, unknowns and who pays for or performs additional investigation.

Homeowner questions

How do I know whether the City of San Diego or San Diego County handles my permit?

Start with the property’s legal jurisdiction, not its mailing city. A San Diego postal address can still fall outside City of San Diego limits, and unincorporated properties use San Diego County Planning & Development Services. Confirm the parcel in the applicable official zoning or property lookup.

Does an interior remodel need a permit?

It depends on scope and jurisdiction. Structural work and alterations to electrical, mechanical or plumbing systems commonly require review. Cosmetic work may be treated differently. Give the agency an accurate description of the work instead of only saying “remodel.”

Can a contractor guarantee permit approval or a fixed date?

No. A contractor can coordinate documents, responses and inspections when included in the written scope, but the reviewing jurisdiction controls approval and processing. Site conditions, zoning, coastal review, corrections and workload can change the path.

What changed for Encinitas fees in July 2026?

The City announced a 3.8% adjustment to Planning and Engineering fees effective July 1, 2026. It also announced a new Development Impact Fee structure effective July 20, 2026. Use the current City schedule for the specific application.

Can an ADU be sold separately in unincorporated San Diego County?

The County states that its Board adopted a program on March 4, 2026 allowing qualifying ADUs in unincorporated communities to be sold separately through a condominium conversion process. Eligibility and mapping requirements still apply; it does not make every property or project eligible.
