SDG&E Rebates and Electrification Incentives for San Diego Remodels (2026)

If you are remodeling in San Diego in 2026, you are leaving money on the table if you are not stacking electrification rebates. Between SDG&E programs, state HEART funding, and federal tax credits, a typical whole-home electrification remodel can recover $5,000 to $15,000. Here is what is real, what the amounts are, and how to claim them.
1. SDG&E Energy Savings Assistance (ESA) Whole Home
For income-qualified households, SDG&E covers qualifying upgrades at zero cost — including HVAC equipment and smart thermostats. Check eligibility at sdge.com/ESA. This is the deepest discount available, but it is means-tested.
2. HEART Program (San Diego)
The Home Electrification Affordability Rebates and Technical Assistance program targets efficient energy upgrades. Eligible applicants can get up to 100% coverage of costs including permits, equipment disposal, and installation. This is the one most remodelers miss.
3. Heat Pump Rebates (State-Level Benchmarks)
California programs typically offer:
- Heat pump HVAC replacing gas: $1,500–$2,500
- Heat pump water heater: $2,500–$3,500
- Electric panel upgrade: $1,000–$2,000
- Attic insulation (paired with heat pump): up to $700–$1,000
- EV/dryer/cooking circuit prewiring: $500–$750 each
4. Federal Tax Credits (25C / 25D)
The Energy Efficient Home Improvement Credit (25C) covers 30% up to $2,000 for heat pumps and heat pump water heaters. These stack on top of utility rebates in most cases. Confirm current-year IRS rules before filing.
5. SDG&E Advanced Home
Requires a participating contractor and modeled energy savings of at least 10%. You develop the action plan with your contractor, SDG&E may pre-inspect, and you submit the application with final invoices. This is where a licensed contractor earns their keep.
How to Claim: The Order That Works

- Apply for HEART/ESA before work starts — most rebates are not retroactive.
- Complete the work with itemized invoices.
- Submit invoices + application to your contractor, who files with the program.
- Claim federal credits on your tax return.
